Tribal Administration recovers or allocates payroll and benefits for the top decision makers in the organization. Tribal officers, Tribal Accounting and school programs tend to be the primary contributors.

The Indirect Cost (IDC) Pool is funded through grants and contracts like the 93-638 contracts given to tribal governments to manage programs funded by the Indian-Self Determination act. The primary purpose is a cost recovery or allocation mechanism from grants and contracts monitored by tribal officials and its administrative department. These programs also include services such as tribal court, BIA funded police programs, School programs among other social programs for Indian People living on the reservation.

The basic concept is for every dollar given to manage federal programs and other allowable costs, the tribal administration receives the current rate, which is around 10 to 15 percent of grant funds. Rates can be higher in some cases.
