Working in Indian Country since 1988, the writer’s personal experiences provide relevancy that civil class is a legitimate means to disqualify others. In many cases, artificial barriers are created to eliminate tribal members in exempted (contractual) positions with tribal governments. This allows the diversion of tribal member resources that are needed to create the highest quality of life, as provided for in tribal law.

In the early years of “Indian Gaming”, Arizona tribes opted to not use gambling as an economic tool for the tribal government. The following study identifies these qualifications as Salary vs Hourly but these results are the same.

Tribal members, who establish tribal governments, were being reduced to hourly positions as Salaried positions were not attainable, due to many barriers.

This report is the basis for an ongoing evaluation this site proposes to evaluate. The intent of Indian Gaming was being eroded almost as soon as it brought prosperity. Then tribal members were relegated to positions that have provided the highest quality of life allowed but tribal law.

The Individual Indian, or tribal member, has been replaced by tribal government economic pursuits, creating a devastating “Agency problem” for tribal members seeking the highest quality of life available.
